Pakistan-Bangladesh plan a Mughalistan to split India

Mughalistan (or Mughalstan) is the name of an independent homeland proposed for the Muslims of India. This Mughal-Muslim state in the Indian subcontinent will include all of North India and Eastern India, and will be formed by merging Pakistan and Bangladesh through a large corridor of land running across the Indo-Gangetic plain, the heartland of India. This Mughalistan corridor will comprise Muslim-majority areas of Northern India and eastern India that will be partitioned for the second time in history.

The comprehensive plan for a second partition of India was first developed by the Mughalstan Research Institute (MRI) of Jahangir Nagar University (Bangladesh) under the patronage of the two intelligence agencies, Pakistan’s Inter Services Intelligence (ISI) and Bangladesh’s Director General of Forces Intelligence, DGFI. The “Mughalistan Reaserch Institute of Bangladesh” has released a map where a Muslim corridor named “Mughalistan” connects Pakistan and Bangladesh via India.
The Pakistani Punjabi-dominated ISI’s influence on MRI is evident even in the Punjabi-centric pronunciation of the word ‘Mughalstan’ (without the “i”), instead of the typical Urdu pronunciation (Mughalistan). Islamic Jihadis in India have been well-armed and well-funded by the neighbouring Islamic regimes, as part of Operation Topac – the late Pakistani President Zia-ul-Haq’s grandiose plot to balkanize India.

Not surprisingly, Osama Bin Laden has thrown his support behind the concept and creation of this Greater Pakistan to “liberate” the Muslims of India from the Hindus. The Mumbai underworld (led by Karachi-based don Dawood Ibrahim who executed the gruesome 1993 Mumbai bombings), Jamaat-e-Islami, Lashkar-e-Tayyaba, Jaish-e-Mohammad and Hizbul Mujahideen have declared their unified support for creating this undivided Islamic nation in the Indian subcontinent. The Students Islamic Movement of India (SIMI) and Indian Mujahideen are working in tandem with the aforementioned organizations to waged Jihad against the Hindus of India.

It is important to note that in its “holy war” against India, the Lashkar-e-Tayyaba has openly declared Hindus to be the “enemies of Islam” who should all be converted or killed. The Lashkar-e-Tayyaba group has repeatedly claimed through its journals and websites that its main aim is to destroy the Indian republic and to annihilate Hinduism. Jaish-e-Mohammed has vowed to “liberate” not just Kashmir, but also to hoist the Islamic flag atop the historic Red Fort after capturing New Delhi and the rest of India.

SIMI has championed the “liberation of India through Islam” and aim to restore the supremacy of Islam through the resurrection of the Khilafat (Islamic Caliphate), emphasis on the Muslim Ummah (Islamic) and the waging of Jihad on the Indian state, secularism, democracy and nationalism – the basic keystones of the Indian Constitution – as these concepts are antithetical to Islam. The Indian Mujahideen have sent several emails claiming responsibility for several bombings in Lucknow, Varanasi and Faizabad (in Uttar Pradesh), Bangalore, Jaipur, Ahmedabad and New Delhi in 2007 and 2008. The emails refer to notorious Islamic conquerors of India (Mohammed bin Qasim, Mohammad Ghauri and Mahmud Ghaznawi) as their role-models, refer to Hindu blood as “blood to be the cheapest of all mankind” and taunt Hindus that their “[Hindu] history is full of subjugation, humiliation, and insult [at the hands of Islamic conquerors]”.

The Indian Mujahideen’s emails warn the Hindus to “Accept Islam and save yourselves” and or else face a horrible fate: – “Hindus! O disbelieving faithless Indians! Haven’t you still realized that the falsehood of your 33 crore dirty mud idols and the blasphemy of your deaf, dumb, mute and naked idols of ram, krishna and hanuman are not at all going to save your necks, Insha-Allah, from being slaughtered by our [Muslim] hands?”

Background

Pakistan’s emergence in 1947 was as a “mutilated, truncated, moth-eaten Pakistan, in M.A. Jinnah’s own words, because the Muslim League’s original plan did not envisage the partition of Punjab and Bengal. Today, Mughalistan is Jinnah’s dream come true.

The Partition of India provided temporary respite to the Indians and merely postponed the inevitable outcome. By 1971, all across Sindh, Western Punjab, Gandhara (Kandahar) and Eastern Bengal, the native populations of the Indian Religionists (Hindus, Sikhs, Buddhists, Jains) have been wiped out almost entirely by conversion, massacre and mass exodus. Extrapolating this scenario, we find ominous results. This Islamic beach-head, which squeezes India from both sides (Pakistan and Bangladesh), gradually links up with a Fifth Column within India and gains fresh territorial and demographic victories within the last two decades (Kashmir valley, several districts of West Bengal and Assam, Malappuram district in Kerala and the Hyderabad-Deccan region). The Islamic Anschluss creeps steadily and bloodily, until the Western beach-head (Pakistan) is linked up demographically with the Eastern beach-head (Bangladesh) through the formation of a Islam-dominated belt called “Mughalstan”, that will then run through Jammu, Mewat, Uttar Pradesh, Bihar, West Bengal and Assam.

Jammu & Kashmir

It is an open secret that wherever the Muslims are in a majority, the rights and freedom of the non-Muslims are severely curtailed. Take for example Kashmir. It’s the only state in India which is a Muslim majority and let us see what happened there. Hundreds of temples were razed, Hindus were forced to flee, their women were raped, children were killed and houses forcibly occupied. The entire Kashmiri Hindu population (known as Kashmiri Pandits) having been driven away, killed or converted between 1990 and 2000 in a silent, mass genocide. The Muslims in Kashmir have been enjoying a special status under Constitution’s Article 370, hardly any central law is enforced there, the number of income-tax payers is among the lowest and unlike other poor states, J&K gets 90 per cent central financial assistance as grants and only 10 per cent as loans. Still there are complaints that a ‘Hindu central government discriminates’. The other minority, Buddhists mostly located in Ladakh, too, are harshly treated and discriminated against by the mainly Sunni Muslim governance in Srinagar. The Buddhist Association, Leh, has been submitting memorandums to the central government about how Buddhist youths are denied jobs and a fair chance to join the Kashmir Administrative service and professional colleges in spite of clearing the entrance exams. The number of Buddhist minorities is fast decreasing causing concern amongst their leaders. Even their dead are not allowed to be buried in Muslim-majority Kargil area and monasteries have been denied to be built. Leh district continues to see rampant conversions of Buddhist women to Islam.

The Kashmir Valley today has a 98 per cent Muslim population. Poonch district, which is contiguous with Pakistan, has a Muslim majority. Jammu district has seen regular attacks on Hindu civilians and temples. The Hindu-population of the adjacent district of Doda is being squeezed out by Islamic violence. As a result, Doda is now a Muslim-majority district, where the population ratio between the Muslims and the Hindus in Doda district is now 55:45. Doda town has a 90 per cent Muslim population. Out of the seven subdivisions, Banihal, Kishtwar and Balesa are Muslim dominated areas. Bhaderwah, Thathri and Ramban have a Hindu majority. In Ladakh, Kargil district has a Muslim majority.

Northern India

In the backward Mewat region of Haryana (and Rajasthan), Muslims form 66% of the local population. In 2005, the Congress (I) state government in Haryana quietly created a Muslim-majority district called Mewat, by vivisecting Gurgaon district. This move strengthened the clout of Islamic groups in the region. After all, it was in Haryana’s Mewat region in 1992, that Muslim mobs in Nuh town had hacked Hindus, destroyed Hindu temples and brazenly slaughtered cows openly on streets after seizing them from Gau Shalas (cow shelters). Today, the mass conversion of Hindu villagers to Islam, purchasing tens of thousands of Hindu girls for use as sex-slaves, cow-slaughter and social boycott of Hindus is common in Muslim families in Mewat. The average Muslim birth rates of 12-15 children per household in Mewat is increasing even more by cases like the Mohammed Ishaq family where the patriarch has sired 23 kids from his wife, Bismillah.

The 2008 bomb blasts targeting Hindu temples and civilians in Jaipur underscore the rising tension in Rajasthan.

Muslim-majority cities like Old Delhi and Malerkotla (in Indian Punjab) provide not only shelter to Jihadi terrorists, but also geographic continuity to Muslim-dominated districts of western Uttar Pradesh (UP), especially Agra, Aligarh, Azamgarh, Meerut, Bijnor as well as Muzaffarnagar, Kanpur, Varanasi, Bareilly, Saharanpur and Moradabad. Muslim attacks on Hindu religious processions, religious riots and bomb blasts are common place in UP as was seen in Mau, Ayodhya, Lucknow and Kanpur. The UP state population of Muslims has risen to 18% today.

Next door, Bihar has a 17% Muslim population and religious tensions are simmering.

Along the Indo-Nepal border of Uttar Pradesh and Bihar, around 1900 Islamic seminaries have come up on both sides of the Indo-Nepal border in recent times. “There has been an exponential increase of Madrassas on both sides of Indo-Nepal border in the recent past of which around 1100 are in India while the rest are in Nepal,” revealed Director General of Sashastra Seema Bal (SSB) Tilak Kak. These large number of Madrassas, which serve as have come up in a disproportionate way and are not proportional to the Muslim population in the area. India’s Task Force on Border Management, in its report of October 2000, wrote about the ominous developments along the India-Nepal border: “On the Indo-Nepal border, Madrassas and mosques have sprung up on both sides in the Terai region, accompanied by four-fold increase in the population of the minority community in the region. There are 343 mosques, 300 Madrassas and 17 mosques-cum- Madrassas within 10 kilometres of the border on the Indian side. On the Nepal side, there are 282 mosques, 181 Madrassas and eight mosques-cum- Madrassas. These mosques and Madrassas receive huge funds from Muslim countries like Saudi Arabia, Iran, Kuwait, Pakistan and Bangladesh. Managers of various Madrassas and Ulema maintain close links with the embassy officials of those countries located at Kathmandu. Financial assistance is also channelized through the Islamic Development Bank (Jeddah), Habib Bank of Pakistan and also through some Indian Muslims living in Gulf countries. Pakistan’s Habib Bank, after becoming a partner in Nepal’s Himalayan Bank, has expanded its network in the border areas including Biratnagar and Krishna Nagar. It is suspected that foreign currency is converted into Indian currency in Nepal and then brought to India clandestinely. Madrasas and mosques on the Indo-Nepal border are frequently visited by prominent Muslim leaders, Tablighi Jamaats (proselytizing groups) and pro-Pak Nepali leaders. Officials of Pak Embassy have come to notice visiting Terai area of Nepal to strengthen Islamic institutions and to disburse funds to them. Pro-Pak elements in Nepal also help in demographic subversion of the Terai belt.”

West Bengal and Assam: The Weakest Links in the ChainAccording to the 2001 census, the Muslim population is 28% of the total West Bengal population. In Assam, the Muslim population comprises atleast 31% of the total state population.

Arun Shourie wrote this in the Indian Express in 2004:

“Muslims in India accounted for 9.9 per cent (of India’s population) in 1951, 10.8 per cent in 1971 and 11.3 per cent in 1981, and presumably about 12.1 per cent in 1991. The present population ratio of Muslims is calculated to be 28 per cent in Assam and 25 per cent in West Bengal. In 1991 the Muslim population in the border districts of West Bengal accounted for 56 per cent in South and North Parganas, 48 per cent in Nadia, 52 per cent in Murshidabad, 54 per cent in Malda and about 60 per cent in Islampur sub-division of West Dinajpur. A study of the border belt of West Bengal yields some telling statistics: 20-40 per cent villages in the border districts are said to be predominantly Muslim. There are indications that the concentration of the minority community, including the Bangladesh immigrants, in the villages has resulted in the majority community moving to urban centres. Several towns in the border districts are now predominantly inhabited by the majority community but surrounded by villages mostly dominated by the minority community. Lin Piao’s theory of occupying the villages before overwhelming the cities comes to mind, though the context is different. However, the basic factor of security threat in both the cases is the same.

Figures have been given showing the concentration of Muslim population in the districts of West Bengal bordering Bangladesh starting from 24 Parganas and going up to Islampur of West Dinajpur district and their population being well over 50 per cent of the population. The Kishanganj district (of Bihar) which was part of Purnea district earlier, which is contiguous to the West Bengal area, also has a majority of Muslim population. The total population of the districts of South and North 24 Parganas, Murshidabad, Nadia, Malda and West Dinajpur adds up to 27,337,362. If we add the population of Kishanganj district of Bihar of 986,672, the total comes to 28,324,034. (All figures are based on the 1991 Census.) This mass of land with a population of nearly 2.8 crores has a Muslim majority. The total population of West Bengal in 1991 was 67.9 million and of these, 28.32 million are concentrated in the border districts, with about 16-17 million population of minority community being concentrated in this area. This crucial tract of land in West Bengal and Bihar, lying along the Ganges/Hughly and west Bangladesh with a population of over 28 million, with Muslims constituting a majority, should give cause for anxiety for any thinking Indian.’’
And what if, from these figures, I had advanced two warnings. First,
‘‘There is a distinct danger of another Muslim country, speaking predominantly Bengali, emerging in the eastern part of India in the future, at a time when India might find itself weakened politically and militarily.’’

And second that the danger is as grave even if that third Islamic State does not get carved out in the sub-continent into a full-fledged country? What if I had put that danger as follows?
‘‘Let us look at the map of Eastern India — starting from the North 24 Parganas district, proceeding through Nadia, Murshidabad, Malda and West Dinajpur before entering the narrow neck of land lying through Raiganj and Dalkola of Islampur sub-division before passing through the Kishanganj district of East Bihar to enter Siliguri. Proceed further and take a look at the north Bengal districts of Darjeeling, Jalpaiguri and Cooch Behar before entering Assam, and its districts of Dhubri, Goalpara, Bongaigaon, Kokrajhar and Barpeta. A more sensitive region in Asia is difficult to locate…’’

To quote Sandhya Jain’s article “India’s Cancer Wards” in “The Pioneer”:

‘Mr. R.K. Ohri, ex-IGP, Arunachal Pradesh, cautioned that an Islamic Caliphate is rising on India’s flanks, from Bangladesh to West Asia, and that the shadow of the Mughalistan corridor is now visibly manifesting in various districts along the Indo-Nepal and Indo-Bangladesh border. The demand for a ‘Muslim Banghboomi’ has already been raised, warns ex-MP B.L. Sharma (Prem). Traveling in West Bengal to check out certain atrocities against Hindus some years ago, his convoy was attacked by Bangladeshis. When demographer J.K. Bajaj and his colleagues prepared a mathematical model of the demographic challenge facing India, they found it exactly matched the map prepared by Bangladesh’s Mughalstan Research Institute. Experts feel the latter has been prepared by the ISI because the ‘Mughalstan’ spelling indicates a Punjabi mind!

Bangladesh’s reputed human rights activist Salam Azad laments that Bangladesh is the best place in the world for the return of the Taliban. Madrasas, he said, are teaching that “Muslims are the best in the world; non-Muslims will be converted, beaten, killed, married, raped, because non-Muslim women are regarded as maal-i-ganimat (free war booty)… Minorities will be oppressed, indigenous people will be attacked, in my country there is oppression everywhere and this is being done by the so-called educated people of the madrasas.”

West Bengal BJP leader Tathagatha Roy said the extent of atrocities against Hindus in Bangladesh can be seen from the fact that in several districts there was not a single woman between the ages of seven to seventy years who had not been raped in that country. He apologized for the indifference of the BJP Government which did not grant refugee status to Hindus fleeing oppression in Bangladesh. North Eastern Students Organisation chairman Samujjal Bhattacharya said all 49 tribal belts and blocks in Assam have been occupied by Bangladeshis. The shadows have spread to Arunachal, Nagaland, Manipur and Meghalaya

Today, Hindus residing within a 50-km radius of the border are feeling the heat. They are being harassed on Indian soil and forced to move as the infiltrators establish themselves along this corridor, thus de facto extending the Bangladesh border into India.’

The West Bengal administration, which had taken a serious view of the problem in the initial stages of the Buddhadeb Bhattacharjee government, now seems to have accepted it as a fait accompli. The chief minister had adopted some steps to contain the menace when the BJP strongman L.K.Advani was the union home minister from 1998-2004. But his initiative has slackened after the installation of the UPA government at the Centre since 2004.

In case the ramifications of the unfolding scenario are not yet clear to Indians, the bomb-blasts and religious riots are a roaring continuation of the 1400-year Jihad against India – an ongoing war that will culminate in the Islamisation of what’s left of Hindustan. Already the demographic battle is underway and the Mughalistan scenario looks feasible. The book “Religious Demography of India” published by A P Joshi, M.D. Srinivas and J K Bajaj of the Centre for Policy Studies (CPS), Chennai, reveals that in 2001, Muslims comprise over 30% of the total population in the Indian-subcontinent (comprising India, Pakistan and Bangladesh). The total Muslim population zoomed from 12.5% (1991) to 30.3% (2001), in just 10 years (from ex-IAS officer V.Sundaram’s article in “News Today”: Deathly Demographic warnings for India).

According to the 2001 census report, Indian population is 1,027,015,247.3. Of this, 1.5 crore people are Bangladeshi infiltrators who are living in India. The Intelligence Bureau has reportedly estimated, after an extensive survey, that the present number is about 16 million. The August 2000 report of the Task Force on Border Management placed the figure at 15 million, with 300,000 Bangladeshis entering India illegally every month. It is estimated that about 13 lakh Bangladeshis live in Delhi alone. It has been reported that one crore Bangladeshis are missing from Bangladesh [August 4, 1991, Morning Sun] and it implies that those people have infiltrated into India. These infiltrators mainly settle in the north-east India and in West Bengal. This is shown by the fact that there has been irregular increase in the Muslim population in these states and many of the districts have become Muslim majority. The proportion of Muslims in Assam had increased from 24.68 per cent in 1951 to 30.91 per cent in 2001.Whereas in the same time period the proportion of Muslims in India increased from 9.91 per cent to 13.42 per cent. In West Bengal, the Muslim population in west Dinajpur, Maldah, Birbhum and Murshidabad 36.75 per cent, 47.49 per cent, 33.06 per cent and 61.39 per cent respectively, according to 1991 census.

This has not only caused the burden on the Indian economy, but also threatens the identity of the indigenous people of the north-east of India. In Tripura, another north-eastern state of India, the local population has been turned into a minority community over a short period of time by the sheer numbers of cross-border migrants from Bangladesh. In 1947, 56 per cent of Tripura’s population consisted of tribal (or indigenous) population. Today this stands at a 25% of the total. In many districts these infiltrators are the one who decides the outcome of elections. Outcomes of the 32 per cent of Vidhan Sabha seats in Assam and 18 per cent of seats in West Bengal are decided by them. This is due to the fact that political parties are helping them to get ration cards and voters ID and hence using them to win elections.

According to the report, at present there are 80 lakh Bangladeshi infiltrators in Bengal, 55 lakh in Assom, 4 lakh in Tripura and 5 lakh in Bihar (Katihar, Purnia and Kishenganj districts) and Jharkhand(Sahebganj district). As far as West Bengal is concerned, the concentration of infiltrators is quite marked in the border districts like North and South Dinajpur, Cooch Behar, Nadia, Murshidabad, Malda and North and South 24 Parganas. The affected areas in Assom are Dhubri, Goalpara, Karimganj and Hailakandi, while a similar scenario is noticeable in Kailashar, Sabrum, Udaipur and Belonia areas in Tripura. Pakistan’s ISI is believed to have a hand behind this large-scale infiltration which has been playing havoc with the economy of Bengal and Assam. Home ministry sources say Harkat-ul-Jehadi-Islami(HUJI), the dreaded militant outfit active in Bangladesh, has succeeded in sending a large number of militants along with the infiltrators to West Bengal.

The Home ministry had laid stress on an early completion of barbed-wire fencing along the borders with Bangladesh. Of the 2216 km-long border the fencing could be completed only along 1167 km till 2007. The continuous infiltration has brought about serious demographic changes to Bengal’s border areas and made the border-map, drawn after the 1974 Indira-Mujib agreement, somewhat irrelevant. The Centre has consequently sought a detailed report from the state government on changes in the population pattern in 66 blocks of nine border districts.

DGFI & ISI Plan To Capture West Bengal and Assam Through Vote Machinery

To facilitate Mughalistan and the concomitant partition of India and Bengal, the DGFI-ISI have jointly planned to change the demography of West Bengal and Assam on a priority basis.
As many as 53 out of 294 Assembly constituencies in West Bengal have a high concentration of voters who happen to be illegal Muslim from Bangladesh. Similarly, the fate of 40 Assembly seats in Assam depends on the votes cast by illegal Bangladeshi Muslim infiltrators. All this has been revealed by a recent report of the union home ministry on infiltration from India’s neighbour. The report has been prepared on the basis of facts and figures provided by the Task Force on Border Management and Assam’s former governor S.K. Sinha.

As such the Bangladeshi Muslims can control the West Bengal Assembly, and dictate terms to the state government of West Bengal in all respects. The picture of plight of majority Hindu electorates worsened in the State, as Muslim electorates have a clear majority in three districts viz. Malda, Murshidabad & North Dinajpur and 63 (sixty three) blocks in West Bengal. Again, an analysis upon the projection into the 2001 Census hints at abnormal Muslim growth everywhere in West Bengal, where the Muslim population is 28% of the total state population.
There are at least 5 powerful Muslim ministers in the West Bengal state cabinet: Abdur Rezzak Mollah (Minister of Land & Land Reforms), Anisur Rahaman (Minister of Animal Resources Development), Mortaja Hossain (Minister of Agriculture, Marketing & Relief, Minster of State), Anarul Haque (Minister of State for Public Health, Engineering) and Abdus Sattar (Minister of State for Minority Development & Madrasa Education).

In West Bengal, there are 45 Muslim Members of the Legislative Assembly (MLAs) out of 294 seats. There are 5 Muslim Members of Parliament from West Bengal out of 42 seats: Mohammed Salim (Calcutta North East), Abu Ayes Mondal (Katwa), Abu Hasem Khan Choudhury (Malda), Abdul Mannan Hossain (Murshidabad) and Hannan Mollah (Uluberia), all of whom strength the control of Islam in various government institutions and the police hierarchy.
As the UPA Central Government and the CPI(M) State Government have paid no attention for the threat of Bangladeshi Muslim infiltrators in West Bengal, the Bangladeshi Muslims have captured land, money and unequalled power of voting throughout the border districts in Bengal in many places.

With the passive support of both the UPA Central Government and the CPI(M) State Government and with the active support of all the political parties in West Bengal (except for the BJP) for winning the Muslim votebank’s support, the DGFI & ISI has actively put down roots in the soil of West Bengal for their purposes. Not only are they successful in the ongoing demographic change of West Bengal by means of mobilizing the election machinery of Bengal, they have also opened their fronts everywhere in smuggling, trafficking, drug peddling, illegal cow smuggling, trans-border gang robbery and of course terrorism, with the active grassroots support to the Harakat ul-Jihad-I-Islami-Bangladesh (HUJI-B), Lashkar-e-Tayyaba and Jaish-e-Mohammad.

Now in its most advantageous position, the DGFI & ISI’s joint collaboration is now promoting activities of Mughalistan in Kolkata, Howrah & other districts. The Dhaka-based Mughalistan Research Institute has identified various areas marked as “Mini Pakistan” in W.Bengal & Eastern India. This Mughalistan, as we know, comprises the entity of Greater Pakistan, right from Afghanistan to Myanmar including Bangladesh, whole of W. Bengal, Assam & many other portions of India. This Pan-Islamic movement gets petro-dollars from the Arab World and fake Indian Currency from Pakistan and Bangladesh for the maximum manifestation of their plans. The Muslim infiltration from Bangladesh gives oxygen to the Pan-Islamic movement in India. Now they have direct access into the West Bengal State Assembly and into the Ministry of Bengal within Writers Building, Kolkata. But sadly, West Bengal’s vote politics undermine the situation by turning a blind eye to this colossal tragedy, unabashedly providing voters’ ID cards to the Muslim infiltrators and setting a dangerous peril for Bengali Hindus and India.
The North-Eastern region is connected to rest of India by a small strip called “The Siliguri Corridor” or “Chicken’s Neck”. The Islamists have planned to isolate the North-East of India from the rest of India, in order to facilitate the creation of Mughalistan. This Operation is named as “Operation Pin code”. For this they have planned to infiltrate 3000 Jihadis into North Eastern region. According to the Task Force, there are 905 Mosques and 439 Madrasas along Indo-Bangladesh border on the Indian side.

Some excerpts from the report, “Demography survey on eastern border” by Bhavna Vij-Aurora in “The Telegraph” are startling. “There have been reports that more Madarsas and mosques are sprouting along the borders, which in itself is an indication of increased Muslim population in the area,” disclosed an intelligence official. The last such study was done by the Intelligence Bureau and the home ministry in 1992, and their report kept a secret in view of the sensitive findings. It was ultimately leaked and the estimated number of illegal migrants from Bangladesh was anywhere between 1.5 crore and 2 crore. It’s time for a fresh survey, according to sources. There have been renewed intelligence reports that militants are using madarsas and mosques as safe havens, and also for storing arms and ammunition. According to reports, the largest number of madarsas and mosques has come up in bordering areas with Nepal, lower Assam and Bengal. This complements another secret survey that has revealed that nearly 40 per cent villages in the border districts of Bengal are predominantly Muslim. There are reports that concentration of the minority community, including the Bangladeshi immigrants in the villages, has resulted in the majority community moving to urban areas. Along with madarsas and mosques, a large number of Muslim NGOs have sprung up in the area bordering Nepal. Most of these madarsas are used for anti-India activities by Pakistan-backed terrorists. The NGOs ostensibly work for the social and educational uplift of the Muslim community and receive substantial and completely unregulated funding from Saudi Arabia, Kuwait, Libya and other Islamic countries,” an intelligence report said.”

When India was partitioned in 1947 on religious grounds and Muslims got West Pakistan and East Pakistan (now Bangladesh), they had a vulture´s eye on the entire north-east. Muslims were not satisfied with both the Pakistans. They wanted the whole of the north-east region (undivided Assam) integrated with East Pakistan. Manul Haq Chowdhury, Jinnah´s private secretary, who remained in Assam and later became a minister in Assam assembly, wrote to Jinnah in 1947: “Quaid-e-Azam, wait for the next thirty years, I shall present Assam to Pakistan on a platter.” Since then, a sinister game plan to ‘grow more Muslims in the north-east’ has been going on surreptitiously.

Today, out of the total 24 districts of Assam, six districts, namely, Nagaon, Goalpara, Dhubri, Karimganj, Barpeta and Hailakanndi have 60 per cent Muslim population while other six, namely, Bongaigaon, Kokrajhar, Kamrup, Nalbari, Darang and Cachar districts have above 40 per cent of them. Out of the 126 assembly seats, the election of 54 MLAs depends on the Muslim vote bank. There are 28 Muslim MLAs and four ministers, namely, (i) Rocky Bul Hussain (Nagaon), Minister of State for Home Affairs; (ii) Ismail Hussain (Dhubri), Minister for Flood; (iii) Dr Nazurul Islam (Doboka), Minister for Food and Civil Supply, and (iv) Misabul Hussain Laskar (Borkhola, Cachar), Minister for Cooperatives.

There are two Lok Sabha MPs in Assam, namely, Anwar Hussain from Dhubri and A.F. Gulam Osmani from Barpeta and one Rajya Sabha MP, Smt. Anwara Timur (Nagaon). The Muslim community of Assam has provided one former Muslim Chief Minister—Smt. Anwara Timur (Nagaon) and one former President of India—Fakhruddin Ali Ahmed (Lakhtokia, Guwahati). Earlier, in the Assam Gana Parishad (AGP) Ministry, headed by Prafulla Kumar Mahanta, there were two Muslim ministers, namely, Maidul Islam Bora from Kamalpur, Kamrup district and Sukur Ali from Barpeta. Several high-ranking officers including deputy commissioners are from this community. Obviously, the Muslim community, including the Indian Muslims and the Bangladeshi Muslims, have become a dominant group in Assam and it is they who decide who would be the Chief Minister of Assam and what would be the major policies of Assam pertaining to detection and deportation of illegal Muslim migrants and care of Muslim welfare.

Tarun Gogoi, the Congress(I) Chief Minister of Assam, is giving all protection to these Muslims due to political compulsions. The Assamese community has been overpowered by Muslims. These Bangladeshi Muslims are sneaking into upper Assam too, creating serious problems for the Assamese. The demography of Assam has drastically changed and the very existence of the indigenous people is threatened. The manifold growth in Muslim population has overburdened Assam and the Assamese people are feeling harassed and tortured. The livelihoods of the local people are getting snatched away by these illegal Muslim migrants. The Janjati (indigenous tribal) communities in Assam are not organized. Therefore, their land and forests are very often forcefully occupied by these Muslims. The Nelli massacre in 1983 was the worst clash between the local people and Bangladeshi Muslims in which several Lalung Janjati people were reportedly killed and many Lalung villages were burnt.

These Bangladeshis have illegally sneaked into Manipur, Mizoram, Meghalaya, Arunachal Pradesh and Tripura too. They are marrying the local girls of influential people and are thus getting protection from their in-laws’ families. After marriage with a Janjati girl, they convert her to Islam. They purchase land in the Janjati belts in the name of their Janjati wives by producing Janjati certificates in her name. Now, the new generation of Muslims, i.e. the Janjati Muslims, is growing. They give Muslim names to their children but the clan remains that of local wives, like Saidullah Ningrum, Azad Lingdoh (Khasi Muslims), Nizamuddin Semia, Akram Semia (Naga Muslims), Shahabuddin Chowdhury, Akbar Laskar (Assamese Muslims) and others. In Assam, Muslims are using Assamese surnames like Hazarika, Barbhuian, Bargohain, Bhuiyan, Bora, Gohain and others. There are Meitei Muslims too in Manipur.

In Nagaland, the Muslim menace is more serious. Dimapur has become the den of these Bangladeshi Muslims. They constitute the leading labour force in the agriculture sector owned by the Naga community. The majority of rickshaw-pullers, auto-drivers and other manual labourers is now of Bangladeshi Muslims. This has given rise to robbery, theft, illegal trafficking of narcotic drugs and liquor, smuggling of pornographic films and vulgar literature and an unprecedented rise in crime, flesh trade and prostitution. This influx has narrowed the jobs of lay workers too.

The Nagaland state capital, Kohima, has become the second biggest haven for the illegal migrant Muslims who occupy most of the shops in the main market, P.R. Hills and other localities. They marry Angami girls and become sons-in-law of the Naga people.

Similarly, all the district areas such as Mokokchung, Wokha, Zunheboto, Phek, Mon and Tuensang are infested with them. They are sneaking into the interiors of Nagaland. In places like Jalukie in Zeliang area, Naginimora, Tizit and other central places of Nagaland, the pain of the presence of migrant Muslims is felt by the local Naga populace. Some ten years before, the students´ bodies had agitated against these foreigner Muslims. But the agitation was silently withdrawn reportedly due to threats from Bangladesh that the Government of Bangladesh would demolish all the camps of Naga undergrounds established in the territory of that country if the Bangladeshi Muslims were harassed in Nagaland. On seeing this unprecedented growth of Muslim population in Nagaland, S.C. Jamir, the then Chief Minister, once stated, “Muslims are breeding like mosquitoes in Nagaland.”

As a result of such illegal migration of Bangladeshi Muslims and their nuptial ties with the local Naga girls, a new community called Semiya or Sumias has already emerged in the state. Their number is estimated to be several thousand. The concentration of the Semiyas is the highest in Dimapur and Kohima districts respectively. There are fears among many that the voters’ list might have been doctored to accommodate the Semiyas as well other immigrants. The result of such immigration is gradually being felt in the state.
According to a Dimapur-based newspaper, on any Muslim religious day at least half of the shops in Kohima and some 75 per cent in Dimapur remain closed. It is also a fact that control over business establishments is fast receding from the hands of the locals. A recent survey conducted by the state directorate of Agriculture showed that 71.73 per cent of the total business establishments are being controlled and run by non-locals. Out of the 23,777 numbers of shops in the state, the local people own only 6,722 shops. Since the illegal migrants provide cheap labour, they are aggravating the unemployment problem. Besides, they pose a threat to the internal security as well. Reliable sources indicate that they are also involved in various unwanted activities like drug peddling and flesh trade.

The Big Picture

The following map shows the concentration of Muslims and Hindus in the Indian subcontinent today. The highlighted areas show riot-prone regions of India where aggressive Muslim populations range from atleast 20% to 100% of the population.

Lest one mistakenly thinks that Mughalistan is the culmination of the Islamisation of India and that somehow the rest of India will be spared its fate, it must be stressed that this second partition of India is only the beginning. In Hyderabad of Andhra Pradesh, northern districts of Karnataka and certain areas of Maharashtra, the growth of Muslims is very high. Likewise, in Kerala, the Muslims now constitute 25% of the state’s population. Malappuram district was carved out to create a Muslim majority district by the Communist government headed by E.M.S Namboothiripad. Today, the entire Malappuram district enforces the weekly holiday on Friday (not Sunday) for schools and businesses, while Hindus in neighbouring Kozhikode (Calicut) and Kannur are intimidated through high-profile massacres like in Marad. The planning and execution is well underway to ensure a continuing Anschluss where several Muslim majority pockets such as Moplahstan (in Kerala) and Osmanistan (in the Deccan) will gradually spread in size and link up with Mughalistan to form a Greater Mughalistan.
This Greater Mughalistan is of strategic significance as it will provide a contiguous, strategic corridor linking the Ummah into a pan-Islamic Caliphate. The ISI-DGFI-Indian Jihadi triumvirate has fondly nicknamed this pan-Islamic Caliphate as Islamistan (meaning “Land of Islam”), a synonym for `Islamic World’ or `Dar-ul-Islam’. This geographical Islamic crescent will link the Islamic Middle-East to Islamic South-East Asia, with the new Islamic World stretching all the way from Morocco and Bosnia in the West to Malaysia and Indonesia in the East.

There are Muslims in India today who dream of “Mughalistan” and are working relentlessly towards a further partition of India by creating “Mughalistan” in the UP-Bihar-Bengal-Assam corridor. It remains the focus of mainstream groups like the Tablighi Jamaat (who have methodically radicalised the ordinary Muslims) as well as underground terror groups like the Students Islamic Movement of India (SIMI) and the Indian Mujahideen, who have blown up several Indian cities killing thousands of people. Until Mughalstan is achieved, Indians will continue to see serial bomb-blasts, attacks on Hindu festivals and temples, killings of Hindu activists, conversions of Hindu women and socio-economically backward sections, and brazen cow-slaughter that will continue endlessly until the Hindu mind becomes too numb and shell-shocked to look at the bigger picture, or comprehend the future – that Mughalistan is inevitable (“Mughalstan Paindabad”).
Lessons of history have been quickly forgotten. Indians have become twisted “politically correct” escapists who prefer to turn a blind eye to reality. Now it is not about just Kashmir any more, it is all of India that Pakistan wants. And the creation of Mughalistan is not a question of “If”, but “When”. Unless we stand up and stop it.
All Indians, secularists and nationalists alike, must act quickly. We should ponder upon the future of India that we will bequeath to our children in the near future, if the plan of Mughalistan is allowed to proceed unhindered. Indians have to start taking responsibility for their future generations. We must do everything in our might, to ensure that the tide of Islamic expansionism is restricted and reversed, beginning right now.
The common man should take all possible measures politically, socially and economically to single-mindedly achieve this goal.

FATA is Pakistan’s Fallujah: B Raman

August 22, 2008

At least 78 persons, most of them civilian workers in a cluster of arms production factories located in the heavily-protected cantonment area of Wah, about 30 km from Islamabad [Images], were reported to have been killed on the afternoon of August 21 when two suicide bombers blew themselves up outside different gates of the factories during shift change.

The ease with which they penetrated this high security area would indicate either that they had accomplices in the security staff or that they were workers of one of the factories who had no difficulty in entering the complex. If suicide bombers could penetrate such a high-security area with so much ease, it should be equally easy for other terrorists to penetrate Pakistan’s nuclear establishments one day. The expression ‘high security’ has ceased to have any meaning in Pakistan’s sensitive establishments because of the penetration by the jihadi elements.

This is the third suicide attack in the non-tribal areas since the elected coalition government headed by Yousef Raza Gilani assumed office on March 18. The previous two targeted the Danish embassy in Islamabad (June 2) in protest against the publication by some Danish newspapers of caricatures of the Holy Prophet, and policemen who were returning to their stations after performing duty at the Lal Masjid in which a meeting was held (July 6) in memory of those killed during the commando raid in July last year.

The blasts in Wah came in the wake of the threat issued by the Tehrik-e-Taliban [Images] Pakistan to resume terrorist attacks in the non-tribal areas if the government did not stop the on-going military operations in the Bajaur Agency, where many leaders and cadres of Al Qaeda [Images] and the Afghan Taliban have reportedly taken shelter. Since the threat was issued by the TTP, the Pakistan Army [Images] has not been much active on the ground in the Bajaur Agency either by itself or through the paramilitary Frontier Corps. However, helicopter gunships of the army and the planes of the air force have stepped up their air strikes in response to the US pressure to neutralise the terrorist infrastructure in the area, which was making the NATO forces in Afghanistan bleed.

Making a statement in the NWFP provincial Assembly on August 21, Chief Minister Amir Haider Khan Hoti said thousands of foreign militants were present in the Bajaur Agency and claimed they would have captured the area if the military operation had been delayed for a couple of days.

According to him, in the past, the two traditional pillars of power in the tribal belt were the political administration and the Malik (tribal chief) system. He said a third pillar, inducted into the area during the 1980s, had emerged stronger than the traditional pillars. He added that some called this third pillar the Mujahideen [Images], some others called it the Taliban and yet some others termed it Al Qaeda. It was this third pillar which was now dominating the tribal belt.

According to him, there cannot be peace in the NWFP without peace in the Federally Administered Tribal Areas and there cannot be peace in FATA without peace in Afghanistan. The ground situation in Afghanistan, FATA and the NWFP was closely inter-connected. He said before launching the military operation in the Bajaur Agency, the government had sent a delegation for talks with the local tribals, but there were thousands of Arabs, Uzbeks and Chechens in the area who are unaware of the Pashtun traditions and customs and came in the way of peace.

In retaliation for the air strikes, the TTP blew up an air force bus on Kohat Road in the NWFP on August 12 killing 13 persons, including seven administrative personnel of the PAF, and followed this up on August 19 with an explosion outside the district headquarters hospital of Dera Ismail Kahan in the NWFP, in which 32 persons, many of them Shia outdoor patients, were killed. The TTP claimed responsibility for both these attacks and projected them as being in retaliation for the continuing air strikes in the Bajaur Agency.

While the targeting of the PAF bus is explained by the anger of the TTP over the air strikes, its targeting of Shia outdoor patients is attributed by well-informed police sources to its strong suspicion that the Shias of the NWFP and the Kurram Agency of FATA have been collaborating with the Pakistan Army in its operations against the Taliban and Al Qaeda. Over 100 persons — more Shias than Sunnis — have been killed in continuing Shia-Sunni clashes in the Kurram Agency for the last 10 days.

While the attacks of August 12 and 19 were in the tribal areas, the attacks in Wah on August 21 were in a non-tribal area. The TTP has already admitted responsibility for the suicide attacks in Wah and warned of similar attacks on military installations in other cities including Lahore [Images], Karachi, Islamabad and Rawalpindi if the government does not stop the air strikes in the Bajaur Agency and withdraw the Army from the Agency and the Swat Valley of the NWFP. The government has to take these threats seriously in view of the repeatedly demonstrated capability of the TTP to strike at military targets in non-tribal areas since the commando action in the Lal Masjid of Islamabad from July 10 to 13, 2007.

The anger of the TTP, the Afghan Taliban and Al Qaeda against the Pakistan Army has not subsided as a result of the resignation of Pervez Musharraf [Images] from the post of president on August 18. They hold Musharraf as well as the army responsible for the commando action in Lal Masjid and for the military operations in the tribal belt, which they view as undertaken to protect Western lives and in support of the NATO operations in Afghanistan. They are demanding not only the stoppage of all air strikes in the tribal belt and the withdrawal of the army from there, but also the stoppage of any co-operation with the US and other NATO forces against the Afghan Taliban.

It is only a question of time before the anti-Musharraf and anti-Army anger for their co-operation with the US broadens to include anti-Asif Zardari anger for the continuing co-operation with the US. The terrorists view Zardari as no different from Musharraf and as much an apostate as Musharraf. They are convinced that the air strikes and ground operations in the Bajaur Agency have been agreed to by Zardari and Gilani as a quid pro quo for the role of the US and the UK in persuading Musharraf to quit as president.

FATA is emerging as Pakistan’s Fallujah. After the US occupation of Iraq, Fallujah became the launching pad of terrorist strikes in the rest of Iraq — whether by Al Qaeda or by ex-Baathist resistance fighters. Only after the US ruthlessly pacified Fallujah and destroyed the terrorist launching pads there, did it start making progress in its counter-insurgency operations in the rest of the Sunni areas of Iraq.

The NATO forces will continue to bleed in Afghanistan and the jihadi virus will continue to spread in Pakistan unless and until FATA is similarly pacified through ruthless application of force. The Pakistan Army has not demonstrated either the will or the capability to do so. A more active role by the NATO forces under US leadership is necessary — either covertly or openly. A strategy for a Fallujah-style pacification of FATA is called for — with the co-operation of the Pakistan Army if possible and without it, if necessary.

The USSR was defeated by the Afghan Mujahideen in the 1980s because of the reluctance of the Soviet troops to attack their sanctuaries in FATA and NWFP. India has been unable to prevail over cross-border jihadi terrorism because of the reluctance of its leadership to attack their sanctuaries in Pakistani territory. The US is unlikely to prevail over the Taliban and Al Qaeda in Afghanistan unless it is prepared to destroy their infrastructure in FATA.

Deniable Predator air strikes by the US intelligence agencies on suspected terrorist hide-outs in the FATA have been increasing and some of them have been effective in neutralising well-known Al Qaeda operatives. But air strikes alone will not be able to turn the tide against the jihadis. Effective hit and withdraw raids into FATA in the form of hot pursuit should be the next step. The longer it is delayed the more will be the bleeding.

The Gujarat police announced on August 16 the identification and arrest of 10 activists of the Students Islamic Movement of India in connection with the serial blasts in Ahmedabad [Images] on July 26. Nine of the arrests were made in Ahmedabad and Vadodara in Gujarat and the tenth arrest, of Mufti Abu Bashir, the leader, was made with the co-operation of the Uttar Pradesh [Images] police in Azamgarh.

According to details given by a team of senior Gujarat police officers at a special press conference, the arrested persons formed the core of a larger group of SIMI [Images] activists who had planned and carried out the blasts in Ahmedabad, under the name of Indian Mujahideen [Images]. They also said while they have definitively established the involvement of these persons and their associates not yet arrested in the Gujarat blasts, they have some indications that some of these persons might have also been involved in the serial blasts of May in Jaipur [Images] and in the blasts of November 2007 in UP. Further investigation is in progress.

We said it first: Exclusive! Breakthrough in Ahmedabad blasts case

All the persons arrested so far and the suspects not yet arrested are Indians. All the arrested persons are in their 20s. A collation of available details is given below:

Abdul Rashid, also known as Mufti Abu Bashir Ilahi, aged 26. Believed by the police to be the mastermind behind the serial blasts in Ahmedabad on July 26, and the planned but failed blasts in Surat [Images] the next day. Studied Arabic in the Deoband seminary in Uttar Pradesh. Comes from a lower middle class family in Azamgarh (village Beenapara) in Uttar Pradesh. Father, a paralytic, is unemployed and mother is a housewife. The family is dependent on his earnings as a teacher of Arabic in a madrasa in Hyderabad called the Jamait Ul Sheikh Al Maududi located at Pahadisharif in Hyderabad. The madrasa had been started by another native of Azamgarh called Maulana Abdul Aleem Islahi.

Abu Bashir has four brothers and one sister. Two of his brothers are working in Delhi [Images] and Mumbai. The other siblings are studying in a madrasa in Azamgarh. Abu Bashir worked for two years in the Hyderabad madrasa, till January 2007. According to the Hyderabad police, he left the madrasa for Azamgarh that month. According to his father, he returned to his village only about a month ago saying the madrasa was closed for vacations. For nearly 18 months, he was neither in the madrasa nor his village. Some of this period between March and July 2008, he had spent in Ahmedabad.

According to the Gujarat police, he was present in Ahmedabad on the day of the blasts. It is not yet known where he was from January 2007 to March 2008, when he allegedly took over as the head of the SIMI network after the arrest of Safdar Nagori, the general secretary of SIMI, and his brother Karimuddin by the Indore police. Bashir came into contact with SIMI when he was teaching in the Hyderabad madrasa and became its active member.

Maulana Abdul Aleem Islahi is an activist and known sympathiser of SIMI. His son Mohtasin Billa was also in SIMI.
While examining the cell phone records of Ahmedabad over a few months before the blasts, the Gujarat police’s crime branch identified five numbers which had only received incoming calls from public call offices located mostly at a place called Juhapura in Ahmedabad. Investigations indicated that during his stay in Ahmedabad Abu Bashir had purchased five SIM cards in the names of local residents. Zahid Sheikh was making the calls to Abu Bashir at these numbers. These numbers went silent after the blasts.

How the Ahmedabad blasts case was solved

Abu Bashir and Abdul Subban Quereshi were staying in a rented house at a place called Vatva in Ahmedabad. This house had been hired with the assistance of Zahid Shaikh and Sajid Mansuri.

Imran Ibrahim Sheikh, aged 23. Did a course in human rights and journalism in MS University, Vadodara, and arrested

in that city. Attended training camps in Kerala [Images] and Pavagadh near Vadodara under an assumed name. The police zeroed in on him after a scrutiny of his mobile phone records. During interrogation he denied any role in the blasts but mentioned the name of Zahid Sheikh. Imran Sheikh and Sajid Mansuri had visited Jaipur on May 13, 2008, when the serial blasts there had taken place.

The improvised explosive devices used in Ahmedabad and Surat were assembled at three different places — in the house at Vatva in Ahmedabad in which Abu Bashir was staying, in Imran Sheikh’s house in Vadodara, and in another house in Kalpur in Ahmedabad. It is not known who was staying in the Kalpur house.

Zahid Sheikh, a resident of Juhapura in Ahmedabad. Imran Sheikh’s interrogation led to him. He allegedly confessed that he had planted bombs on cycles in Ahmedabad. He named at least three people who were involved in the purchase of the bicycles and delivery of the IEDs.

Zahid Sheikh was under surveillance by the Ahmedabad police even before the blasts. He had also attended the training camps in Kerala and Gujarat under an assumed name. He had provided local logistics support for a team of nine — five from Madhya Pradesh [Images], two from Maharashtra and two from Karnataka — which had come to Ahmedabad. The team held meetings in the Bapunagar area of Ahmedabad in April, another one in a different city in May and the final one on July 20 at Zahid’s residence.

Zahid’s confession led to the arrest of Yunus Mansuri, Shanshuddin Sheikh, Arif Kadri, Gyasuddin from Ahmedabad and Imran, Usman Agarbattiwala, Iqbal Sheikh and Sajid Mansuri from Vadodara.

Indian Mujahideen is SIMI V2.0

Usman Agarbattiwala, aged 24. A BCom graduate from MS University, Vadodara, he attended training camps in Kerala and Pavagadh near Vadodara under an assumed name. His laptop was allegedly used for programming the timer chips for the IEDs planted in Surat, which failed to explode.

Sajid Mansuri. Chief coordinator of Ahmedabad blasts.
Sajid Mansuri. Chief coordinator of Ahmedabad blasts.

Sajid Mansuri, a former zonal secretary of SIMI in Gujarat, had been absconding since 2001 and was finally arrested from Bharuch after the blasts.

Abdul Subban Qureshi. An explosives expert who holds a diploma in electronic engineering, he allegedly procured ammonium nitrate and timers for the Ahmedabad operation and had them stored in a safe house in Bharuch, and had attended SIMI’s meetings to plan the serial blasts. The arrested suspects have claimed that it was Abdul Subban Qureshi who drafted the three e-mails claiming responsibility for the blasts of November 2007 in UP, May in Jaipur and July in Ahmedabad on behalf of Indian Mujahideen. He forwarded the drafts to Mufti Bashir. Qureshi is absconding.

Adnan, also known as Hafiz Mullah is a young computer engineer and a prominent SIMI organiser for South India. He was arrested along with some other SIMI leaders in Indore in March 2008. He had named Abu Bashir as being responsible for SIMI activities in Gujarat.

Kamaruddin Nagori, brother of Safdar Nagori, was in charge of organising training camps. He was assisted by Adnan, Shibly Peedical Abdul and his brother Shaduli. The first camp was in Karnataka between April and September 2007, the second in Kerala in October-November 2007, the third in Madhya Pradesh in December 2007, and the fourth in Gujarat in January 2008.

ISI’s Indianisation of jihad

The plans for the series of blasts in different cities were drawn up during the training camp in the jungles of Waghamon near Aluva (previously Alwaye) in Kerala where 40 recruits from different states were put through a commando course. This camp was addressed by both Safdar and his brother. This camp was followed by the blasts in three cities of UP in November 2007.

Kayamuddin Kapadia is chief of SIMI operations in Gujarat.

The plan for the blasts in Gujarat was drawn up at the Gujarat training camp held in Pavagadh in the Vadodara area. Many of those arrested by the Gujarat police after the blasts had attended this camp. After the arrest of the Nagori brothers and Adnan by the Indore police, Abu Bashir, assisted by Abdul Subban Quereshi and one Kayamuddin of Vadodara, took on the responsibility for organising the reprisal attacks planned in Gujarat. Initially, they thought of hijacking a plane or a kidnapping to demand the release of those arrested in Indore, before deciding on the blasts.

Others arrested by the Gujarat police: Yunus Mansuri, Shamsuddin Sheikh, Arif Kadri, Gyasuddin and Iqbal Sheikh. Their particulars are not available.

‘Chinese success in Olympics will be our success’

17 08 2008

Source Rediff.com

August 07, 2008
On Monday, August 4, when 16 border police guards of China’s ministry of public security were killed and many others injured when two unidentified terrorists attacked their barracks near Kashgar in the Xinjiang province of China, B Raman got a telephone call in Chennai from a Chinese think-tank advising China’s Olympics [Images] committee. Raman, India’s foremost expert on terrorism, visited Chengdu and Shanghai recently to advise the Chinese on the threat to the Olympics.

On the eve of the inauguration of the planet’s biggest sporting spectacle, Raman discusses the prospects of the evil of terrorism in Beijing [Images] in an interview with Editor Sheela Bhatt.

Do you think there is a possibility of some kind of terrorism in China during the Olympics?

There is a medium to high probability of acts of violence, including terrorism, by Uighur elements not only in the Xinjiang province, but also against Chinese nationals and interests during the Olympics in the Central Asian Republics, Pakistan and Turkey.

The Uighurs do not have a demonstrated capability for major acts of terrorism in Beijing, Hong Kong and Shanghai, where the main Olympic events will be held, but have a high capability in Xinjiang, the CARs and Pakistan. The main threat, if any, will be from the Islamic Movement of East Turkestan, which operates from North Waziristan in the Federally Administered Tribal Areas of Pakistan.

On July 25, 2008, a private security consultancy agency of the US claimed to have intercepted a three-minute Olympics-specific video message by one Sayfallah, who claimed to belong to an organisation called the Turkistan Islamic Party in which he threatened acts of violence directed against the Olympics. He claimed that his organisation was responsible for the explosions in buses in Shanghai in May and in Kunming in Yunnan in July. He warned that his group is planning to attack Chinese cities ‘using previously unused methods’.

He also said: ‘This is our last warning to China and the rest of the world. The viewers and athletes, especially those who are Muslim, who plan to go to the Olympics should change their plans and not go to China. The Turkistan Islamic Party plans military attacks on people, offices, arenas, and other activities that are connected to the Chinese Olympic Games.’

Images: China ready to deliver safe Games

This message, even if its purpose is assumed to be to create fear and nervousness, shows that sections of Uighurs in Xinjiang as well as in Pakistan, the CARs and Turkey have been thinking of some incidents before and during the Olympics to draw attention to their cause. Likely threats from them have already been taken seriously by the Chinese authorities and have been factored into in their security planning.

Chinese concerns have been magnified by the attack on border police guards in Kashgar in Xinjiang province on August 4 in which 16 police guards were killed by two Uighurs of the area. Apart from diversionary attacks on Chinese nationals and interests, the other dangers are hijacking of Chinese planes and kidnapping of Chinese diplomats posted in neighbouring countries.

Is the Chinese government doing enough to understand the issue? Are Chinese leaders taking action?

Yes. The Chinese have done whatever they can to prevent acts of terrorism. They have taken into account various contingencies that could arise such as the hijacking of a plane and trying to crash it into the stadium, attacks on athletes and their places of stay, attacks on soft targets like the public transport system etc.

They have thoroughly studied the various scenarios that could arise and the scenarios that actually arose in the past, such as the kidnapping and murder of some Israeli athletes by the Black September group during the Munich Olympics in 1972 and the explosion in Atlanta in the US in 1996 by an irrational individual during the Atlanta Olympics, and factored the lessons into their security planning.

Which are the groups who have a significant presence In China?

The Chinese apprehensions mainly focus on the IMET and other Uighur groups, the Falun Gong and the supporters of the Dalai Lama [Images]. In my view, the highest threat will be from the Uighurs and the pro-Uighur groups in Pakistan like the Islamic Movement of Uzbekistan, the Islamic Jihad Union, which is another Uzbek group, Al Qaeda [Images], the Taliban [Images] and Pakistani jihadi organisations.

While the anger of the Uighurs is against the Chinese because of their alleged suppression of Uighurs in Xinjiang, the others will be more interested in exploiting the gathering of thousands of athletes and hundreds of thousands of tourists in Beijing to watch the Olympics to attack teams from the US, Israel and Denmark. The anger against Denmark is particularly intense because of the publication of cartoons of the Holy Prophet by some Danish newspapers in 2005.

Are the athletes safe? Which countries have a higher risk?

The Chinese have assured all participating countries that their security will be very tight and that they will be protected. However, terrorism is a very unpredictable threat and hence one has to keep one’s fingers crossed. While some nervousness is natural, one should not allow this to come in the way of one’s participation. The international community should wish the Chinese well and help them in preventing any threat from materialising.

A terrorism-free Beijing Olympics will be an important contribution to the global fight against terrorism.

Don’t miss Rediff.com‘s coverage of the Beijing Olympics!

I am praying with all the intensity I can command that the Olympics should be totally successful and that the Chinese should succeed in preventing any violent incident. The highest risk will be to Denmark, the US and Israel in that order.

Do you think IMET or the Uighur movement is determined to spoil the Olympics?

The Olympics will provide a global audience. The Uighurs are determined not to miss this opportunity to publicise their anger against the Chinese. So too the Falung Gong. Some sections of Tibetan youth too wanted to exploit the occasion, but His Holiness the Dalai Lama has strongly advised them against doing anything which might embarrass or humiliate the Chinese. Unfortunately, neither the Uighurs nor the Falun Gong have a leader with the moral calibre of His Holiness. So, there is no one to advise them to exercise restraint. They can be irrational and unpredictable.

What kind of advice will you give the International Olympic Committee?

I was invited by the Chinese to make a presentation on likely threats to Olympics security at Chengdu in Sichuan in August last year and at Shanghai in May. We had very detailed discussions on various possible scenarios and they have been closely following my articles on the subject.

My advice to them will be: Be well-informed, be alert, be prepared for any contingency and avoid adding to the anger of those against Beijing by using harsh words against them. Be also on the look out for threats from angry individual Muslims not belonging to any organisation, who might get into the teams from the Islamic world participating in the Olympics.

China is the third Asian country to host the Olympics after Japan [Images] (Tokyo) and South Korea (Seoul), but neither Tokyo nor Seoul had to hold the Olympics under such difficult circumstances as Beijing, when the world is facing such serious threats from terrorism. Greece faced similar difficulties and threats during the Athens Olympics of 2004, which were held three years after 9/11 and after the US-led military operations against Al Qaeda and the Taliban had started in Afghanistan and one year after the US-led invasion and occupation of Iraq. All the NATO countries rallied to the assistance of the Greek authorities to ensure that there was no threat to the Athens Olympics.

The Beijing Olympics, which is the second after 9/11, faces the same level of threats as the one at Athens. The Chinese have received excellent international cooperation, but they do not have the same technological capability against terrorism as the NATO countries. They have spared no pains and no expenditure to ensure the success of the Games.

The entire Chinese people, their professionals, their security forces, their scientists have rallied together to make the Beijing Games an occasion to remember. Only sick minds will wish ill of them at this juncture.

At the end of my visit to Shanghai in May, an important personality had hosted a lunch for me. In my toast, I said: “In India, we all without exception want you to succeed and want the Beijing Olympics to be a memorable success. We want to hold the Olympics in New Delhi [Images] one day. We will learn from you how to organise a spectacular Olympics.” I could see everybody at the lunch was touched.

We are all Chinese today. Chinese success will be our success. Chinese pride will be our pride.

How fake currency and terror are related

13 08 2008

August 13, 2008 15:01 IST

Intelligence Bureau and investigating agencies have established that fake currency funds terror in India. IB officials say there is a whopping Rs 17,000 crore worth of fake currency in circulation in India. While it funds terror organisations, it also helps intensify economic terrorism in the country.

Sameer, one of the accused in the Hyderabad twin blasts, said in his confession and recent narco analysis conducted in Bengaluru [Images] that the notes are printed in Pakistan and routed into India through Bangladesh. He said that it is distributed to the rest of the country from Uttar Pradesh [Images].

Sameer said he was mainly responsible for bringing in people from the across the border to carry out terror attacks in India. Along with the men, large consignments of fake currency too were transported, he added.

What has foxed investigating agencies is that the serial numbers on the seized fake notes were similar those on genuine notes. Moreover the paper and printing quality of the notes have improved in the past few years making it very difficult to spot the fakes.

Majid Bilal, brother of alleged Hyderabad blasts mastermind Shahid Bilal, said during his narco analysis test that it is was compulsory for the men coming in from across the border to carry fake currency with them. He said that the notes were exchanged with agents within India (mostly in Rajasthan, UP and Andhra Pradesh) at a 2:1 ratio. He also said that Rs 5 crore had been spent on the Hyderabad twin blasts and added that all the money came from distribution of fake currency.

An investigating officer probing the Bengaluru blasts says that they are not ruling out the possibility of fake currency being used to fund the blasts. There have been several instances of fake currency being seized in the city. Statistics indicate nearly Rs 1.5 lakh in fake currency is seized every month by the police and handed over to the Reserve Bank of India [Get Quote], so that the notes can be destroyed.

Playing into the hands of the jihadis B Raman

Source: rediff.com

India is still reeling under the impact of three rounds of serial blasts in quick succession in Jaipur on May 13, 2008, in Bengaluru on July 25 and in Ahmedabad on July 26. The police have been unable to make much headway in the investigations into the Mumbai suburban train blasts of July 11, 2006, in which 188 innocent civilians were killed and other terrorist strikes, which have followed one after the other in different parts of the country. The Bharatiya Janata Party-ruled states of Rajasthan, Karnataka and Gujarat have been as clueless in the face of this terrorism as the non-BJP ruled states.

There is a huge jihadi iceberg, which has been moving from state to state spreading death and destruction. We have not been able to locate this iceberg, trace its movement and destroy it. We don’t even know who are behind the so-called Indian Mujahideen, which has claimed responsibility for many of these terrorist strikes. They have had many failures in the form of unexploded improvised explosive devices — over 30 of them.

The conventional wisdom in investigation is that every failure by the terrorists takes the police one step closer to a successful identification of the terrorists responsible. Over 30 failures — over 20 of them in Surat in Gujarat — and yet we are as clueless as ever. Were these failed IEDs examined by a single team? What were their conclusions? No answer.

The so-called Indian Mujahideen [Images] had sent three e-mail messages claiming responsibility — two before the explosions took place and one after the explosion. It has been reported by The Hindu that one more message purporting to be from the Indian Mujahideen has been received by a newspaper warning of terrorist strikes in Godhra in Gujarat where a group of Hindu pilgrims travelling in a railway compartment were burnt to death by a group of Muslim fanatics in February 2002, which provoked acts of retaliation by sections of the Hindus all over the state.

We take pride in the fact that we are a nation of high-class experts in information technology. And yet, we have not been able to make any break-through in our investigation through an examination of these messages.

It is agreed by all analysts that one of the objectives of the perpetrators of these blasts in different states of India outside Jammu and Kashmir [Images] was to create a divide between the Hindus and the Muslims. Fortunately — thanks to the prompt action by the concerned state administrations and to the good sense of the two communities — the terrorists have not succeeded in this objective.

But what the terrorists have failed to achieve so far in other parts of India through their repeated acts of terrorism, the Government of India and the Bharatiya Janata Party have achieved for them in Jammu and Kashmir — the government through its shockingly ham-handed handling of a sensitive issue and the BJP by its cynical exploitation of the communal tensions arising from the government’s mishandling for partisan political purposes with an eye on Hindu votes in the next elections, which are expected before next May.

Ham-handed handling of vital national security issues has become the defining characteristic of the Government of India. We have been seeing it again and again since the Mumbai suburban train blasts of July 2006. Important decisions have been taken — whether relating to Pakistan or China or terrorism — without examining their implications for national security. Many sensitive issues have been handled in a shockingly inept manner — thereby giving the impression of its being a government of novices with very little understanding of such issues.

Nothing illustrated its ineptitude more dramatically than the casual manner in which it watched without intervening when the decision to transfer a plot of land to the ownership of a board for the maintenance of a Hindu shrine (Amarnath) in the Muslim-majority Kashmir valley was taken by the local administration headed by the Congress party without a proper examination of its likely impact on Muslim public opinion and its likely exploitation by the Muslim radicals, and then when the leaders of the Muslim community protested against it, it was cancelled without examining its likely impact on Hindu public opinion in the Hindu-majority Jammu division of the state.

The agitation launched by the Hindus of Jammu against the cancellation could have been justified if they had kept it confined to demonstrations and protests. Instead of doing so, they used the agitation for indulging in deplorable acts such as trying to disrupt communications with the Muslim-majority Kashmir valley and allegedly preventing the Muslim farmers of the valley from sending their produce of fruits to the rest of India for sale.

This was a dangerous turn in the agitation and was interpreted by many as an economic blockade of the Muslims in order to force them to concede the demands of the Hindus in relation to the transfer of the land. A similar situation was sought to be created in 1990 by the jihadis in the valley by preventing the fruit farmers and artisans from sending their produce to the rest of India for sale. The government of V P Singh, the then prime minister, immediately intervened and had their fruits etc flown from Srinagar [Images] to the rest of India at the government’s expense on special Indian Airlines flight. It also organised Kashmir trade fairs in Delhi [Images] and other parts of India and helped the Kashmiri farmers and artisans to bring their produce out for sale.

One would have expected the Government of India to have promptly acted in a similar manner to break the alleged blockade by the Hindus of Jammu. It did nothing of the sort. It kept fiddling as the situation went from bad to worse. Angered by government inaction, the fruit farmers, instigated by the Muslim radicals and jihadi terrorists, decided to take their produce to Pakistan Occupied Kashmir for sale. No government could have allowed this. The government’s efforts to stop this have led to instances of firing by the security forces on unruly mobs resulting in over 15 deaths.

One would have expected the BJP, which aspires to come to power in New Delhi after the next election, to exercise self-restraint and resist the urge to exploit the situation for partisan political purposes. The expectations have been belied. Its crude attempts to exploit the situation with an eye on the next election have added oil to fire and are threatening to take Jammu and Kashmir back to 1989, when the insurgency started. All the counter-insurgency and counter-terrorism gains of recent years in the state face the danger of being wiped out by the government’s inept handling and the BJP’s cynical exploitation of it.

In the situation as it is developing in Jammu and Kashmir, nobody seems to be interested in the national interest and in protecting the lives, property and economic interests of its citizens — whatever their religion. Partisan political interests have taken precedence over national interests.

Public opinion should force the government and the BJP to wake up and prevent a slide back to 1989. Otherwise, the Indian Mujahideen, whoever is behind it, and Pakistan’s Inter Services Intelligence will be having the last laugh.

Frontpage Interview’s guest today is Moorthy Muthuswamy, an expert on terrorism in India. He grew up in India, where he had firsthand experience with political Islam and jihad. He moved to America in 1984 to pursue graduate studies. In 1992, he received a doctorate in nuclear physics from Stony Brook University, New York. Since 1999 he has extensively published ideas on neutralizing political Islam’s terror war as it is imposed on unbelievers. He is the author of the upcoming book, Defeating Political Islam: The New Cold War.

FP: Moorthy Muthuswamy, welcome to Frontpage Interview.

Muthuswamy: Thank you for this timely interview, Jamie

FP: There were some Islamic terror attacks against India in late July. What do you make of them?

Muthuswamy: The late July 2008 blasts are ominous signs of a political Islamic movement in India coming of age. This movement is a consequence of a thirty year old process of jihadization of Indian Muslims or simply, jihad build up in India.

The Islamic conquest of nations and people in Arabia and Africa is now part of history. We are now witnessing the Islamic conquest of South Asia. With Pakistan and Bangladesh firmly Islamized, now the attention is shifting to India, the last big land of South Asia yet to be conquered.

Who would have thought that this barbaric conquest phenomenon will rear its ugly head again in our life time?

FP: Can you give some background to the readers?

Muthuswamy: Sure.

Studies of Islamic conquest of non-Muslims and their land have identified a process called jihad build-up in non-Muslim nations. This build-up also creates what is called a political Islamic movement.

In this process the Muslim minority is systematically and politically indoctrinated by mosques aided by funding from Muslim majority nations, on the grounds of “religious freedom”. This indoctrination is geared towards driving Muslims away from the mainstream, to become hostile to their own nation, and to identify with pan-Islamic aspirations, including a unified Caliphate under Sharia. The Caliphate is envisioned to wage wars until the whole world is converted to Islam.

The contiguous land mass of the Caliphate requires destroying India and converting it into an Islamic state – the primary goal of the political Islamic movement in India. Spearheading this effort in India is the Student Islamic Movement of India (SIMI), identified by Indian intelligence as the terror outfit behind the serial blasts of late July, 2008.

Here is what one may call as a well-articulated manifesto of the Call to Arms (armed jihad): click here. This manifesto was sent minutes before one of the serial blasts and it warned of impending blasts to note that Hindu blood is, “the cheapest of all mankind” and contained Koranic justifications for killing unbelievers. Of course, the manifesto also called on the Hindu majority in India to embrace Islam in order to avoid further attacks – a chillingly similar threat Bin Laden and his deputies’ issue to America every now and then.

FP: What is the ideological inspiration and cover for SIMI?

Muthuswamy: It is mostly derived from Deoband Islamic seminary and the tens of thousands of clerics it has graduated over the years. Deoband is an Indianized version of Wahhabism established in the 19th century (most terrorist outfits in Pakistan, Taliban or even many in ISI, the Pakistani intelligence agency, are considered its followers). A declaration issued at the end of February 2008 “anti-terror” conference organized at Deoband showed Islamic deceit or Taqqiya at its very best – “Their [western] aggression, barbarism and state-sponsored terrorism – not only in Palestine, Iraq and Afghanistan, but also in Bosnia and various South American countries – have surpassed all records known to human history.”

The declaration said nothing about Pakistani and Saudi sponsorship of terror in India or Indian Muslims’ role as foot-soldiers of this jihad. Among the main thrust of this conference was to give a clean chit to SIMI and to absolve it of any terrorism related activities carried out in India.

Ironically, the Indian government too has unwittingly acted to nurture the intellectual base of jihad and sponsorship of SIMI, through an increasing number of government-funded universities with “Muslim character” – Aligarh Muslim University, Jamia Millia Islamia University, to name a new.

FP: Can you talk about the serial blasts themselves?

Muthuswamy: The back-to-back serial bomb blasts that killed many and injured scores of innocent civilians in the Indian cities of Bangalore, Ahmedabad, and detection and diffusion of scores of other bombs in Surat in July 2008 may have signaled the next stage of jihad build-up in India – from siege to attack mode. Bangalore was probably chosen due to its prominence as the emerging technology capital of India; the city of Surat in Gujarat is the diamond business center of India and Ahmedabad is the capital of the Indian state of Gujarat – the engine driving India’s economic growth and whose population is most resistant to jihad.

From the strategic point of view of destroying Indian economy and degrading the will of the unbelievers to resist, and to destabilize India, no other targets could be better chosen.

These blasts show exceptional levels of organizational ability, inspiration, logistical support in both men and material, and importantly, wide following of extremism among Indian Muslim population. I believe that Indian jihadists and their sponsors in many Muslim nations have concluded that due to the extensive network of terror cells established in Muslim communities all over India they can now indefinitely bleed India until it is destroyed. I also think that the Indian jihadists have shown only a small measure of what they are capable of.

Unlike most western nations where state monitoring of mosques and other jihad sponsoring entities is good (especially since 9/11 attacks), in the case of India, a retired top intelligence official has noted very limited penetration of terrorist entities by the state. Due to this reality, Indian intelligence has no clue about the full dimension of terrorist threat India faces.

Unsurprisingly, military pressure on India is now mounting on its western front, with frequent reports of gun fire exchange with Pakistan and breaking of the four year old ceasefire. As the Indian army is increasingly diverted to quell Muslim-Hindu fight within India, Pakistan is expected to infiltrate more of its irregular jihadists and troops disguised as “freedom fighters” in order to help “oppressed” Indian Muslims to take the war inside India.

The excitement of a resurgent India is fast getting replaced with India as a theater of jihad.

FP: American intelligence officials have gathered intelligence suggesting that Pakistan helped plan the deadly bombing of India’s embassy in Afghanistan. What do you make of this?

Muthuswamy: Indeed, there is every bit of motivation for Pakistanis to plan and execute the Embassy bombing. Pakistanis see India as their primary enemy and clearly, they couldn’t digest increasing Indian influence in what they see as a Pakistani sphere of influence.

This bombing puts a damper on developmental efforts in Afghanistan. When you add this to the Pakistani support and sponsorship of the Afghan Taliban, the American effort to stabilize and to moderate Afghanistan is running into some serious difficulties.

In addition, aided by Saudi Arabia, even under Musharraf, Pakistan has continued to destabilize India.

It seems, American effort to engage Pakistan has yielded very little on the larger strategic front, while tactically it may have been successful in capturing some Al-Qaeda operatives.

Jamie, as you may recall, in an earlier interview conducted last year, I had mentioned that, “[t]he de facto power in these nations [Pakistan and Saudi Arabia] are political Islamic movements, this makes these leaders ineffective in stopping these nations from being fountainheads of terror.”

Pakistani military and ISI are the sword-arm of political Islam in Pakistan. First and foremost, they will never stop armed jihad – and no other internal force can change that.

Even Musharraf showed his true colors by coming to the aid of the ISI, by calling it: “the first defense line of Pakistan.”

Pakistan has now become one of America’s biggest foreign policy and strategic challenges. The bottom line is that America has little leverage against Pakistan (or Saudi Arabia for that matter).

A desperate India and frustrated America will be increasingly pulled toward each other to counter Pakistan-Saudi axis in the region.

FP: What are the powers behind the jihad build-up against India?

Muthuswamy: The primary powers behind the jihad build-up in India, and the resulting terror and mayhem created there are Pakistan and Saudi Arabia.

We may be able to associate these nations and their leaders with genocide, crimes against humanity and war crimes as defined by the Geneva Convention. This is an interesting angle because it may provide the western powers much-needed leverage against these terror-sponsoring entities and also legal justification to jihad victim states to decisively strike back.

Let me present some material that might implicate Pakistan and Saudi Arabia.

Centuries ago “offensive” or “expansionist” armed jihad was used to conquer land and people for Islam. It is interesting to note the view of a Sharia judge of Pakistan who had sat in its Supreme Court for twenty years: “Even in those days . . . aggressive jihads were waged… because it was truly commendable for establishing the grandeur of the religion of Allah.”

Now, with international criminal system in place, and also because many Muslim nations no longer have the military might to impose an expansionist jihad on unbeliever nations, the concept of “defensive” armed jihad has been invoked to justify arming and funding Muslim insurgencies in many non-Muslim majority nations in order to create separate homelands for Muslims.

As part of the grand vision of the so-called defensive jihad, state-sponsored Saudi charities have worked to deliberately drive a wedge between Muslim minorities and the non-Muslim majority in many nations; new mosques were established and material hateful of unbelievers was distributed and preached. These measures, funds for mobilizing the faithful and the indoctrinating the necessity of waging armed jihad have given Muslim populations a sense of empowerment, ideology, logistics, and motivation needed to mobilize and to finally wage armed jihad.

In Muslim majority nations such as Pakistan, the above process has created a steady stream of recruits for global jihad.

In other words, as we will see, worldwide Islamic terror is part and parcel of a grand vision of Saudi Arabia.

Having financed and provided logistics for the charities, the Saudi government itself provided material for indoctrination and to prepare Muslim minorities to wage armed jihad on their non-Muslim compatriots. Here is a sample of the official Saudi school material for consumption both internal and abroad:

In these verses is a call for jihad, which is the pinnacle of Islam. In (jihad) is life for the body; thus it is one of the most important causes of outward life. Only through force and victory over the enemies is there security and repose. Within martyrdom in the path of God (exalted and glorified is He) is a type of noble life-force that is not diminished by fear or poverty (Tafsir, Arabic/Sharia, 68).

Before adverse publicity compelled the Saudis to remove the following statement, the Islamic Affairs Department of the Saudi embassy in Washington carried the following statement defining the motif for jihad:

The Muslims are required to raise the banner of jihad in order to make the Word of Allah supreme in this world, to remove all forms of injustice and oppression, and to defend the Muslims. If Muslims do not take up the sword, the evil tyrants of this earth will be able to continue oppressing the weak and [the] helpless…

There is every reason to believe that the Saudis have distributed these kinds of materials around the world, including in India.

FP: Can you discuss the specific case of the Kashmir jihad?

Muthuswamy: “Self-determination” of “oppressed” or “alienated” Muslims in Kashmir is among the most popular cause (of “defensive” jihad) in the Muslim world. Pakistan and Saudi Arabia have pursued this jihad aggressively, while exposing their hand (and thereby implicating them) because they seem to think that they are dealing from a position of “moral high ground” and because India is seen as a weak state.

By the Pakistani Ambassador to the United States, admitting its role: “Jihad, insurgency or whatever you want to call it in Kashmir… Yes, Pakistan may have helped the jihad at some time, but it was not started by us”.

First, I want to show that the Kashmir jihad is an offensive one aimed at extending Islam’s boundaries at the expense of non-Muslims by imposing a no-holds-barred warfare on the state controlling Kashmir, India. It is ironic that Pakistan would want to grab more territory from India, especially when it owes a significant portion of its territory to India for its recent acts of non-Muslim ethnic cleansing.

Funding for building mosques and indoctrinating Muslim populations in Kashmir has been funneled through state-sponsored Saudi charities. While supporting Muslim self-determination in Indian part of Kashmir (so that the Muslims would vote to join Pakistan and take the land to Islamic Pakistan), nothing is said about non-Muslim ethnic cleansing (to India) from Pakistani part of Kashmir or from Pakistan itself (to India).

Just as India had to absorb non-Muslims driven out of Pakistani part of Kashmir and from the rest of Pakistan, Pakistan could simply absorb the Muslim population in the Indian part of Kashmir (minus the land), if they feel so alienated. And, that could be considered an equitable arrangement. But clearly that is not the case here; the principle that has been invoked is: What is mine is exclusively mine and what is yours is also mine!

In other words, Kashmir jihad is a bogus “defensive” jihad.

FP: Can you provide more details on the jihad buildup in India aided by Saudi Arabia (and assisted by Pakistan)?

Muthuswamy: I provide them below. I believe the Indian govt. has shared much more comprehensive data implicating both Pakistan and Saudi Arabia with their American and other western counterparts.

  • Funds for Muslim insurgencies, including Kashmir Muslim insurgency and Al-Qaeda were funneled through Saudi state-sponsored charity organizations such as Muslim World League (MWL) and World Association of Muslim Youth (WAMY). A MWL communiqué in 2000 called for, “all assistance to the people of Kashmir, and support its steadfast struggle.” Since a major part of this “struggle” is armed insurgency, this call for material support and support of the “struggle” can be taken to mean supplying of funds, arms, and ammunition for an armed jihad. According to Indian government, “90 percent of the funding [for Kashmir militants] is from other countries and Islamic organizations like the WAMY”.
  • A cursory review of over thirty years of MWL’s mouthpiece, The Muslim World League Journal, indicates that it has consistently ignored expulsion of over 300,000 non-Muslim Kashmiris and Kashmir Muslim complicity toward this cleansing act. Also ignored are Kashmiri Muslims’ religious apartheid practices toward non-Muslim Kashmiris and others in the rest of the state.
  • The key first step toward building up jihad is the construction of new mosques. Starting 1980, scores of new mosques were constructed. Since 1990s at least 3,000 new mosques were constructed in Kashmir, many with Saudi assistance.
  • SIMI’s, “spectacular growth after 1982 lay in the support it gained from Islamists in West Asia, notably the Kuwait-based World Association of Muslim Youth and the Saudi Arabia-funded International Islamic Federation of Student Organizations.”
  • With authorities in Saudi Arabia, Pakistan, Egypt, Libya and Sudan assisting, about $700 million was raised to further growth of Islam. As part of this plan new mosques and madrassas were to be constructed outside of Kashmir.
  • Indian security agencies have detailed how Saudi Arabia acts as the meeting point of Indian and Pakistani-backed terrorists who plot their strikes in the Indian Kashmir and elsewhere. Indian security officials have been unhappy with the Saudi efforts in monitoring sizable funds that are transferred to India, a big portion of which is suspected to be routed to fundamentalist institutions.
  • In January 2006, India approached the Saudis to sign an extradition treaty covering terrorism. But Saudis demanded that India agree to incorporate “freedom struggles” as a justification of acts of violence.
  • Additionally, state-sponsored Saudi charities have funded India specific terrorist outfits in Pakistan, such as Lashkar-e-Taiba (LeT), who are working to create additional homelands for Muslims in India through terror. An ex-activist of SIMI claimed, “Funds are available for the asking for LeT not only from Pakistan, but also from Wahhabi fundamentalists in Saudi Arabia and the UAE”.

Battling Saudi-sponsored Islamic terrorism has been an escalating burden on an impoverished India. Nearly about 6,000 children die every day in India due to malnourishment driven by poverty.

Serial blasts by suspected Islamists, in major Indian economic and technological hubs such as Bangalore and Ahmedabad are poised to drive capital and investment out of India, drive millions more into poverty and make it easier for jihadists to destroy India from within.

Also notable is terrorist attacks directed at Hindu temples – exposing the intent to annihilate the idolaters’ way of life, as suggested in Koranic injunctions.

All of the available evidence appears to show a desire, intent, and execution on the part of Saudi Arabia (and Pakistan) to impose an offensive jihad on India – not just restricted to Kashmir – using bogus excuses that are either exaggerated or invented. Even the so-called alienation of Kashmiri/Indian Muslims is to a great part built up by Saudi charities in order to use Indian Muslims as foot-soldiers to purposefully extend Islamic sphere of influence at the expense of non-Muslims. This is sanctioned by the pseudo-Constitution of Saudi Arabia, the Koran and the Sunnah, which have widely quoted verses (by Muslim clerics) that justify violent conquest of unbelievers.

This deliberate, long-term, and large-scale execution of terror plans has already devastated significant portions of India, with about one hundred thousand people killed, and about half a million displaced. Besides, this highly impoverished nation had to divert its scare resources to fight this terror imposed on its people, and this has in turn led to exacerbating malnutrition of its children, their deaths as a result and grinding poverty of millions of its citizens.

Among the cross hairs of the terrorists’ hit list, according the Indian Home Ministry: India’s nuclear installations, power plants, and oil refineries. The current escalation of serial blasts and what is yet to come at this rate is poised to devastate and kill tens, if not hundreds of millions of Indians and take away the future of many more in the coming decades.

It appears that one can associate the pattern of terrorism waged on India, spearheaded by Pakistan and Saudi Arabia as genocide, crimes against humanity and war crimes as per the Geneva Convention. This act of genocide is of a slow form, likely taking several decades to conduct (less likely to be noticed, as a result), unlike the classic one in Darfur region of Africa which is measured in years.

By emphasizing just the “self-determination” of the Muslims in Kashmir while ignoring the ethnic cleansing of non-Muslims in Muslim majority regions nearby, leaders such as the reigning King Abdullah of Saudi Arabia and Pakistan’s leadership may have set forth policy measures leading to terror, genocide and crimes against humanity conducted on the people of India, using the Saudi and Pakistani resources respectively.

FP: What can India do?

Muthuswamy: In the near-term there is little the ruling regime in India can do, as the nation awaits blasts of increasing devastation and frequency.

Internally, the tipping point may have been crossed; India no longer defendable. Jihadists know what they are doing, as a Pakistan-based jihad commander proclaimed a few years ago.

Even in the long-term, poor governing and a dysfunctional democracy significantly undermine India’s prospects. Besides, the institutional know-how on dealing with the Islamic threat remains primitive, as the recent Frontpage Symposium can attest to.

Putting it differently, India is a sitting duck – and these serial blasts mark the beginning of extreme destabilizing of India: Spreading of Kashmir jihad into the rest of India.

In this war of minds, first and foremost, India has to articulate the rationale for its existence within human rights framework. Here is one.

Non-Muslims from every Muslim majority region of South Asia – without exception – be it Pakistan, Bangladesh or from India’s own Kashmir valley have been massively driven out to Hindu-majority India. This occurred when Muslim populations in these areas obtained political power. In addition, in 1971, the Pakistani army selectively sought out and killed perhaps a million or more Hindus and drove many more to India. But it was never held accountable. Indeed, due to this mostly one-sided religious cleansing India ended up accommodating about 85% of the original population in about 75% of the original land called British India.

The fact that non-Muslim populations in these Muslim majority regions shared ethnicity, language, food habits, and culture didn’t at all help or save them. This data shows unequivocally that South Asian Muslims do not believe in coexistence and that the Islam practiced in the region is a repressive political ideology of conquest that pretends itself as a religion.

This documented genocidal conquest of non-Muslims in South Asia compellingly defines the first human rights priority for India: Ensuring India’s long-term existence as a free and safe land of opportunity for non-Muslim South Asians.

Armed by this rationale and with the right leadership India can take to the much-needed offense by first mobilizing the non-Muslim majority and to weaken jihadist hold on a mobilized Indian Muslim population.

However, the major responsibility of stopping jihad in India falls in the hands of mainly those who nurtured it all these years: political and religious leadership of Pakistan and Saudi Arabia. Besides, in the eyes of Indian jihadists, these external entities carry more weight than the internal ones.

It is only natural that the Indians make the following demands on the Saudi/Pakistani political and religious leaderships:

  • They apologize for their one-sided past support of “self-determination” of Muslims in Kashmir while ignoring the plight of non-Muslims driven away from nearby Muslim majority regions.
  • These leaders will appeal to the Indian Muslims, Pakistanis and the Saudis – and take steps to stop the jihad directed at India and its citizens.
  • Saudi Arabia will agree to generously fund to rehabilitate Indian Muslims away from extremism, to compensate non-Muslim Indians affected by Islamic radicals that are in anyway indoctrinated by Saudi-originated funds and to compensate the Indian state for the damages suffered and expenses occurred due to Saudi jihad.
  • Saudi Arabia will not stop oil exports to India, as this could be interpreted as waging additional jihad on humanity in India.
  • Pakistan will take the “alienated” Kashmiri Muslims from India and settle them in the portion of Kashmir it holds and in the rest of Pakistan.

Of course, one should be under no illusion that any of these demands are going to be made by the Indians any time soon or even if they are made, the Saudis and Pakistanis are willingly going to embrace them!

Yet, if India wants to exist and do so securely, it has little choice.

These are first of the steps India has to undertake in order to persuade western powers to bring up genocide and other charges against the Saudi and Pakistani political and religious leaderships, and before embarking on a military offensive.

The 1996 Advisory Opinion of the International Court of Justice even extends such authority to the preemptive use of strategic nuclear weapons in certain existential circumstances.

Should the terrorist attacks continue to devastate India and if Pakistan and Saudi Arabia do not act to discourage jihad, India’s existence is threatened and as a nuclear-armed state, it should use every means to devastate Saudi Arabia and Pakistan, paving the way for unraveling of political Islamic movements in India and beyond.

The conundrum of Pakistan is understandable; any limited offensive military measure directed at punishing it will most likely destabilize it and persuade Pakistani military leadership to retaliate with nuclear strikes. However, under the current western policy of “engaging” Pakistan, Al-Qaeda and the Taliban have only grown stronger due to internal support.

India could be the missing link in neutralizing the threat Pakistan poses in Afghanistan and through its procession of “Islamic” nuclear bombs.

If Indians feel that they have to hit back at Pakistan due to extensive internal terror attacks attributable as genocide or crimes against humanity, an option worth backing by the western powers is a full-scale Indian offensive that may involve massive pre-emptive strategic nuclear strikes to first soften up Pakistan, followed by over running Pakistan’s territory with Indian troops and liberate its population to Hindu way of life (which culturally Pakistanis belong to), by comprehensively neutralizing its Islamic roots. The West can follow it up by aiding nation-building to be utilized wisely for the first time in Pakistan (until now, the well-meaning western aid has gone into jihad-building there, much to the discomfort of the givers). Such a Pakistan will not only have a negative memory of its Islamic past, but importantly, will be a much less likely terror sponsor.

FP: What can the western powers do?

Muthuswamy: Let me set this section up by first explaining how policy decisions regarding Islamic terrorism are taken in India at the present time.

India’s top two leaders’ (the unelected Prime Minister Manmohan Singh and his boss, Sonia Gandhi, the president of Congress Party) interaction with the public or journalists on foreign policy and security matters come down to reading statements prepared by aides, with virtually no cross-examination. Singh’s long career in the government had been that of an economic technocrat and Gandhi’s prior experience consisted of home-making.

Due to these leaders’ inexperience on strategic issues, including matters related to Islam or Muslims, Muslim leaders who serve as aides or those who serve in the Cabinet have take the lead in formulating policies. This has been a recipe for disaster as the Muslim leadership in India reflects the Bin Laden loving, fundamentalist-oriented Muslim community.

Not surprisingly, every long-term decision taken by these two leaders have gone on to advance the cause of jihad. Even in cases of obvious Islamist violence, Muslim leaders close to these top Indian leaders have used their influence and access to stymie the investigation and let the terrorists run free. In addition, the Muslim leaders have helped to misguide the focus of government effort away from the roots of terror within their community.

That the Muslim leaders with jihadist outlook are pulling strings behind the top two Indian leaders can explain the bizarre Muslim exclusive promises made by these Indian leaders. Prime Minister Singh stated in Dec. 2006: “They [Muslims] must have the first claim on resources.” Sonia Gandhi went a step further. She wrote a letter as part of a 2007 election campaign in India’s most populous state, specifically pleading to over 15,000 Muslim leaders, including clerics, “I can build a society of your dreams“.

The shocking reality of India is that the ruling Manmohan Singh regime is an unwitting proxy of jihadists on policy matters pertaining to Islam and Muslims.

The ruling regime’s success in bringing India along to sign the proposed nuclear deal with America shouldn’t misconstrued as an ability to tackle Islamic terrorism. Reason: This proposed deal is not an Islam related issue and hence Muslim “advisors” didn’t play a determining role. In any case, in my view, the nuclear deal with India is highly irrelevant for the reason that India will neither be able to securely build nor maintain the nuclear reactors it proposes to construct in another ten years time, should internal destabilizing continue at this rate.

Give these realities it is hard to believe that India is any longer capable of surviving the Islamic onslaught all by itself.

It all comes down to western leaders deciding whether they would like to see India rapidly destabilized by an Islamic war of thousand cuts, with millions of people dying of hunger and malnutrition, and importantly, hostile jihad-sponsoring Muslim states born inside of what is left of India within the next few decades.

When large-scale terrorism that can categorized as crimes-against-humanity is taking place in a nation at the behest of external Islamic powers and where the regime in power is not only ineffective in stopping terror but even seems to act as a proxy for the Islamists, there is every reason for the world powers to step in and help the beleaguered people staring the face of a mutual existential threat.

Such a help can come in the form of backing the nationalist Bharatiya Janata Party (BJP) and its strong leader, Narendra Modi, the chief minister of the Indian state of Gujarat. Indian intelligence has identified BJP as the only main stream party free of terrorist infiltration. Manmohan Singh’s Congress Party with its traditional reliance on Muslims has become susceptible to jihadist infiltration and influence.

As part of discrediting the jihadist moral “high ground”, the United States must question the credibility of the Kashmir jihad.

The western powers should persuade and back India to build up the case of crimes against humanity implicating both Pakistan and Saudi Arabia through the International Criminal Court. Not just in the case of India, this angle needs to be pursued to include other jihad victim states and also potentially more sponsors, including the Islamic Republic of Iran (due to its sponsorship of terror directed at Israel).

The 1993 World Trade Center bombing and other attacks directed at the United States by Al-Qaeda should have given more than ample warning to the Saudi ruling class (and Pakistan) that continued funding – directly or through government-linked charities – of either the Taliban or Al-Qaeda is to harm American interests – and that corrective measures must be put in place to roll back extremism. We now know that the Saudis and Pakistanis hardly undertook any measures to stop the funding of terrorist groups, let alone undertake any corrective measure, until a least 2001 – and that make these nations significantly responsible for 9/11 attacks on America. Still, the 9/11 Commission has blundered into letting the Saudis (and to a lesser extent Pakistanis) off the hook.

The need to move beyond proxies, from Al-Qaeda, Taliban or Hezbollah to their major sponsors – namely, Saudi Arabia, Pakistan, and Iran – can’t be overstated.

Associating Saudi Arabia with genocide and other crimes against humanity gives us an unprecedented ability to regulate its funding for “religious causes” in the West, to even retroactively shutdown any “religious” institution built with its funding, to discredit its standing (Saudi Arabia is synonymous with Islam and vice versa) in the community of societies and nations – and to even seize its oil-based assets (used to sponsor genocide) as a last resort.

Specifically, western powers, going beyond their support for India, should call on the Saudi leadership to allocate, say, 30-40% of its oil-based revenues for rehabilitating Muslims it has indoctrinated all these decades and to compensate non-Muslim victims and their states.

The victim list includes the United States.

Should the Saudis balk at this humanitarian proposal, the western powers should work to add top Saudi political and religious leaderships to the elite list now occupied by the fellow Muslim, Sudan’s leader, Omar al-Bashir – now charged by the International Criminal Court. Similar approach may be pursued in the case of Pakistan in order to make it disengage from terror sponsorship directed at Afghanistan and India.

Due to deeply entrenched and popular nature of political Islamic movements based in Saudi Arabia or Pakistan that are answerable to none, it is unlikely that even the above approach will yield any meaningful results. Still, this intermediate step may be necessary before justifying far more lethal means.
